Generic video hardware question

I have never seen a video card that has RCA video out that can come close to matching a stand alone DVD player's RCA output.

For example, when playing DVDs on my television, the my ATI Radeon and GeForce cards don't hold a candle to a standalone unit or even a Playstation2 in picture quality - not even with a Monster RCA cable. The deep blacks look blue and greens and reds aren't bright.

Because there are a lot of video cards on the market and still no video card I have seen has a decent D/A converter, I am going to assume that the reason is a technical one, not a political/marketing one.

Is is that a quality D/A converter is too hot or too large to fit on a video card?

If not, why are video card video out features behind standalone DVD players in quality?
