reconstituted his wmd programs. obviously, with so much int'l noise , saddam had to be cautious,
but that does not mean he didn't take risks with his wmd dreams.

maybe the trouble lies in the english . . . he said 'coherent program'. now what is a coherent
program ? a coherent program is not what dr. kay reported he found . . . clandestine labs
buried in prison lab complexes. a 'coherent program' must then mean the full-scale operations
possessed during the 1980s. so again, dr. kay was being consistent and you need to dig harder.

the urgent threat lies in the fact that saddam continued to possesse the personnel and the money
and enough of the r/d ability to reconstitute his operations if nothing was done to destroy the
ba'ath superstructure. combine this with u.n. impotence, the near certainty blix would have
cleared the ba'ath as cooperative and a virtual non-threat, gives us our urgency to act.

To me, coherent would be a workable program. Or, at the least, a program well on the way to being workable.

Kay didn't believe that existed. Kay didn't believe Saddam was on the path to having workable WMD programs.



Urgent calls for immediate attention. It implies something is impending, something is soon to happen. Again, that was not the case with Saddam. With over 100,00 sorties flown during the history of the no-fly zone, not one plane took a single hit. Saddam was powerless and was only antagonizing us.
