General question about fan control on cheapie mobos

Hi, I just replaced a broken CPU fan on an old, old motherboard to help a friend out. However, it's constantly running at full speed. I can't find anything in the BIOS to set fan speed, and Speedfan isn't working. The fan header is 3 pin and both the BIOS and Speedfan can report the speed, they just don't seem to adjust it.

Is it possible that this old, cheap motherboard always runs the CPU fan at full speed? Is that a common thing? It is a Foxconn 651M03 series Pentium 4 mobo.

The new fan is so incredibly loud that I'm thinking of dropping the voltage, but don't want to do this unless I know for sure that the mobo has no fan control.
