Part rant/part question, why does Windows 10 say it has no updates, it checked today or yesterday. But if you click on Check for Updates button, it starts downloading updates?

Why does "check" mean "download and update", when in a different system "check" merely returns/shows a list of things that could be downloaded and updated.
