Gene6 FTP Server on Win 2003 server... problem with services

Gene6 FTP Server is a really great piece of software... but recently I've run into an issue with it on my Win 2003 Web server... the Gene6 Service starts automatically, but seems to start before IIS...

IIS will start, but all my websites in IIS will not start automatically... They all say (Stopped)

When I right click on the website to "Start" it... it says "The process can not start because the file is being used by another process"...

Any ideas?
