Actually it is also wrong for a male and felmale, at least in the military. So it is equally applied to all. I believe oral sex is also not allowed, along with having affairs with married people.
Does the military monitor what people do in their bedrooms? no. But they do in the barracks.
Now if a military personal got caught in any of the above acts, say in the backseat of a car - they would get in trouble.
But these rules are made publicly available, and it should be a surprise to anyone that an organization that regulates the amount of hair a person has, might have some rules concerning behavior outside of uniform (literally).
