I'm sold on the driver support, overclockability and price point of the GeForce3 Ti-200's.

I just need to know which one has the highest image quality, out of the Ti-200 group

Elsa/VisionTek/Gainward are all top notch.
LeadTek is slightly behind.

And there are a good 14-15 or so brands with crappy 2D.

I'd personally go with the Gainward model.

Are the Gainward cards, the ones with the fastest memory chips?

Not the Asus V8200 series. 2D is so-so (better than the Geforce2 series) however these things can overclock. I get within 5% of Ti500 scores on 3DMark2001. They use very good 4ns ram on their cards.
