What EXACTLY is the difference between the GeForce 9800 GTX+ and the GeForce GTS 250 (other than the name or price)?

Usually GTS 250 comes with 1 gb of vram (but there should be 512 mb variants as well) , has lower power consumption and a different PCB. Other then that, they're the same.

the gts250 board is supposed to be 1" shorter
not all manufacturers followed this though, zotac and others have the longer design just relabeled

9800 GTX+ vs. GTS 250 512MB - Absolutely no difference in build or performance. Different sticker, that's all.

9800 GTX+ vs. GTS 250 1GB - Shorter pcb, lower power consumption, and more VRAM.

No only the 1GB version is shorter and uses the new PCB. The 512 is the same.

The shorter PCB and lowered power requirements were implemented late in the life of the 9800 GTX+ so there's some overlap. I think perhaps NVIDIA was originally going to "save" the new design for the GTS 250, but implemented it early as a cost saving measure as prices decayed.

No only the 1GB version is shorter and uses the new PCB. The 512 is the same.

nope, check newegg
some of the 512's were shortened as well. completely up to the manufacturer

Yea, some 9800GTX+ cards have 1GB, use a single 6-pin power plug, and have the shorter PCB making them essentially identical in every way to a GTS250. It's really just a question of which sticker the manufacturer wants to put on the card.
