Between a 6600GT and an X700, I would go with the 6600GT. However, since the choice is between a plain 6600 and an X700 the X700 is the better card. The 6600GT and X700 Pro are roughly equal, both are significantly better than the X700, and the X700 is somewhat faster than the plain 6600.
This review has a good comparison between the 6600, 6600GT, X700, and X700 Pro:

I'm planning to buy a temporary card with my Conroe system while I wait for DX10 cards. I'll be buying refurbish of course. If a Geforce 6600 and Radeon X700 were the same price which one should I get? I'm talking about stock 6600 and X700, not GT or XT or anything.

THIS review shows the Sapphire Radeon x700 Pro beating the Geforce 6600 GT, Geforce 6600 and Radeon 9700 Pro! :Q

If not, the 6600 can overclock a lot (I think), which may make it better than the x700. Not to mention, you can get them way cheaper than the x700.
