GeForce 4ti cooling solution

I recently sent in my ti4200 to BFG becuz the fan died on me, and it was always noisy and since it was glued on I couldn't really replace the heatsink. I got one back, but the fan is still the noisiest thing in my computer, motor wise anyways. What would be the best low RPM low noise cooling solution for this?

Ive heard that the thermaltake GF4 highest performance copper cooler is pretty good for GF4s. Rated at 28dBa i think, so it isnt too loud, plus you can 7v it.
 
Yeah I looked at that, I'm not too sure of the Thermaltake's noise rating system though, because I got a vaolcano 6cu that was 31dB according to them, but it was quite loud..

How well do those work for cooling it? Is there a solution that might not cost 30 bucks? Obviously that's ideal though if it cools it as well as a active cooler!
