GeForce 3 Ti 200 and vsync and other issues

I have a Visiontek GeForce 3 Ti 200 that seems to be very picky about some things.

1) In Tribes 2, when I go inside a building, the colors get messed up into varying large blue, red, and green polygons. This happens with vsync on and off, and the GeForce 3 overclocked and not overclocked.

2) In the new 3D Mark 2001 SE test called Advanced Pixel Shader (Pixel Shader test 2), with vsync on the scene is correct. However, with vsync off and the default "render 3 frames ahead" in the driver settings, the scene will have the sky and reflection of the sky on the water flashing pretty quickly. Lowering the drivers to "render 2 frames ahead" stop the flashing, but there is no reflection of the sky on the water. Then, only at "render 1 frame ahead" will the scene look correct, the same as with vsync off.

Are these 2 issues related, and is anyone else getting similar problems? Could my GeForce 3 Ti 200 be defective?

Edit: I forgot to mention I'm using Windows XP and the Detonator 4's v. 21.83 (but the Tribes 2 problem has been happening with all drivers I've tried, which include everything but the latest leaked 27.42).
