Geforce 2 Pro or Geforce 2 TI?

I can purchase a used PNY Verto Geforce 2 Pro for $73 or a new Gainward/Cardexpert GF2 TI for $93. Which one should I get. I can't find any reviews on the PNY card and I understand the TI is slightly faster.

I'd get the one with better features and faster RAM chips. I believe performance at stock speeds should be very close

At stock clockspeed the GF2 Pro offers about 99% of the performance of the GF2 Ti, so they are for all practical purposes nearly identical.
That said, I'd still go with the Gainward GF2 Ti @ $93 because it offers much better 2D visual quality then the PNY version, and Gainward's GF2 Ti has 4.5ns RAM and so it should be a nice overclocker.

I saw on the PNY web site that the Pro has 3.8ns memory but I read from some users that they have been able to overclock the TI to 280/490 speeds. Decisions, decisions.

if the ti is the gainward golden sample, then go for that. the golden sample generally overclocks better ecause it has faster ram, etc. if it isn't, you can get the golden sample for $104 shipped from newegg.com

FWIW, I've got Gainward's GF2 Ti/450 and it overclocks to 300/505.

Get the Ti. It'll perform slightly better in some cases plus you have the card with the more modern design.
