Geforce 2 keeps restarting

I built a computer for my brother, and since then he has added a Geforce 2 GTS to it.

It is a KT7-RAID with Athlon 1000 MHz and is running Windows 98.

He tells me that most of the time, when booting windows - when the green windows backdrop appears, and before the icons and wallpaper appear, the system just restarts.

This doesn't happen all the time, when it does boot successfully, it is rock stable unless you try to change the resolution (at which point it may restart). It will play Q3, UT, DVDs, etc. for hours on end with no problem. (Well, there is a problem with DVDs - the sound from powerDVD is completely distorted and generally really noisey).

It was also absolutely fine before the drivers were installed (although previously it was limited to VGA). Similarly it's also fine if running old legacy DOS games from pure DOS.

Since then his Geforce has died completely - no signal on startup.

Any ideas? Was the geforce defective from the beginning? Is this a problem with the VIA AGP/chipset drivers?
