Gears of War: laggy shotgun?

I've noticed this problem a lot when playing online. I shoot my shotgun and it doesn't actually fire until a second later, by which time my target has moved. It seems that the only good time to use the shotgun, when this is happening, is when they are either running right at you, or are running away from you.

Does anyone else have this problem, or do I just have to get used to, "predictive" aiming?

Do you host all your own matches, or do you join them?

Host alot. Makes very little difference.
