Looks like a decent deal to me. What I don't comprehend is the line that says "Please Note: This is a fully functional original Microsoft CD with installation key code and CD. On the CD it states you must legally own a copy of their license to use this CD." Does that mean you have to already have a license for the product?

no, they are selling you just a cd.
if you don't have a license, it is illegal to use it. if you do have a license, you now have a cd to use it with.

it is basically a joke

Yeah, the Lexar 128 MB jump drive they show there looks just like the one I have, which is USB 1.1. They say theirs is USB 2.0. Don't bet on it.
