Gateway machine, high pitch noise, doesnt boot

my gf's brother has a gateway machine that all it does is have a high pitch noise when it is plugged in, there is a test button on the power supply with an led, that appears to do nothing, no fans go on, 1 LED comes on in the motherboard, save for the power button: CR6F1

using the serial # on the back of the machine, the specs are as follows

St. Francis Mid-tower case Revision 4
Maxtor 80-GB 7200-RPM Ultra ATA/133 Hard Drive
MEM RIMM 128-MB PC800 256BIT R0
RIMM Continuity Module (C-RIMM)
Intel (Monterrey) Motherboard - 1.8-GHZ D-Step R3
250-Watt Power Supply Revision 2
64MB NVIDIA GeForce2 MX400 AGP Video Card w/DVI and TV Out

Note: at some point in time the graphics card was replaced with an ATI Rage Theater card. I am going to try and find an extra powersupply laying around before i take mine out of this pc(wires are not long enough to connect without removal) any ideas where to start and what the high pitch noise is? ive tried removing most of the ram, and the graphics card, etc and i still get the high pitch noise.

HAve you tried to isolate where the noise is comign from. I am assuming it is probably coming from the powersupply. In which case try a known working powersupply.

the noise appears to of been coming form the motherboard itself, i got a brand new powersupply, there is no high pitch noise anymore, but nothing happens when i power on

I had the same issue with my motherboard when it got hit by a lightning strike, it would try to power on, you would hear a whining noise, and then shut right back off. Replaced the board, worked great.

I think i will end up having to do that, i wish the case wasnt so proprietary, the psu bought couldnt even mount correctly, oh well, thanks!

Not even going to ask.

I had this problem with a video card where the fan was hitting the fanguard. Maybe it's the heatsink fan?
