He's not saying don't stop at stop signs. The picture of the stop sign must have thrown you off. He was talking about red lights. If you start slowing down earlier when you see a red light, it will take you longer to get TO the light, meaning you may still be moving when the light turns green, so you save gas by not coming to a complete stop.

And he didn't actually say you should ignore the speed limit, he said you should know at what speed your car gets the best gas mileage. For most cars that is not above the speed limit on highways. He didn't say you should actually speed to save gas.
