It also says there's no obligation for them to accept currency at all. There's no obligation for them to sell you gas; if you don't agree to their terms (in this case, a refusal to provide change), they have the right to tell you to purchase gas elsewhere. It may not be a good business decision, but it's not illegal (at least at the Federal level).
err seems to me if they accept cash at all they can't then say oh we don't give change. that would be theft. that law does say they can say only correct change.
i have seen places say no cash after 8pm, no bills above $100 etc.
but never have i seen or heard a place saying they won't give change out. that i would think would be against the law. IF you accept the money you need to give change.
