Gas prices, why after 9/11 did they drop until 12/31/01?

We have been talking about gas prices and if you look at the published pricing found on various .gov's you will notice right after 9/11 gas decreased weekly until 12/31 when the trend reversed.

Anyone know why?

Maybe decreased demand (people stay home with their loved ones more), maybe it was a mixture of oil companies being "nice", maybe OPEC upped production as a sign of their sympathy?
