No, the rest of the world just pays a heck of a lot more tax than we do. That doesn't affect you like an increase in the actual price of the fuel would - the money goes into the public coffers to cover government expenditures. So by paying more for gas tax, you pay less for other taxes (or you pay the same or more for other taxes - what can we say, we're not socialists here)

Other places in the world may pay higher gas prices due to heavier taxes on gas, but they don't have the same yearly taxes or sales taxes on all goods and services.
