So, if gas can be had for $.14/gallon why not charter a tanker ship and bring a bunch of it up here as a little side job. Is there regulations in place that would prevent this?

It is shipped up here. Who do you think supplies most of the US with its foreign oil?

Here's a link on shipping from 1992.

Transportation costs account for a small percentage of the total cost of gasoline at the pump. For instance, the average cost of carrying oil between the Middle East and Europe was $1.30 a barrel in 1992, while the price of the oil barrel was around $20. Transportation costs thus account for about 5 to 10% of the added value of oil. Tanker ships can also be used as semi-permanent storage tanks. In 1990, about 5% of the world's tanker capacity was being used for oil storage.

So economically, buying gas for $.14 and selling it stateside for $2.00 would be profitable.

Now someone point out the regulations/taxes that make this impossible :(.
