Garbled screen and Windows won't start?

Helping a friend troubleshoot a computer from long distance. He says he was just reading email, the screen suddenly became messed up as shown in pics, and upon restarting cannot enter Windows. The computer is a HP Pavilion d4790y.

I was thinking the screen thing looked like a hardware issue, but accompanied by Windows being jacked and not starting makes me think software issue. What do you guys think?




 
Second pic is BIOS pic, so hardware issue. Can be failing system RAM, GPU RAM, GPU or motherboard as most likely causes.
 
That is your VRAM memory on the video card that went bunk. Is the video card fan spinning ? Your going to need to RMA this. gl
