Garbarge on boot screen, but Windows/Linux GUIs OK

Just got a nice new 9600XT for my system to connect to my DVI panel. Whether using DVI or VGA, I get colored lines and garbage characters on screen during boot and in BIOS screens. Once Windows or Linux start loading, it seems fine. Any thoughts what's happening?
 
Had the same issue on a returned card from ATI's shop...all kinds of junk @ POST, went into windows fine (sometimes) but it would get really bad during game playback. I would think this is a direct result of bad memory.
 
ATI support response? Reload the Windows drivers. Were I running Windows, I might give this credence, but POST screen corruption isn't solved but OS drivers. Idiots.
