Gaming though a University's network

I've got a friend that I online game with. He attends UW-Platteville in WI and i'm in NY. When he's at home his connection is fine but when he's at college his ping is really high and he usually gets kicked off whatever servers were on. Is there any settings that he needs to change in order to get a better ping or is he stuck with it? He's talked to the campus tech guys and they've tried things and the last thing they told him was to format in computer which he did but didn't help. Any help would be greatly appreciated. Thanks.
 
there's no other options? No settings he can change?? I mean there has to be something he's on a T3 line.
 
It might be a T3, but it is shared with MANY MANY others and that is where the problem usually exist. There is no magic setting that would make a difference on a FUBAR network.
