in gaming benchmarks, which resolution does this refer to? the game options(settings) resolution or the monitor's resolution(as controlled by the OS)???

by setting to lower resolutions, FPS increases... now again, to which resolution? the monitor or the game?

This is correct. Also, think of it as switching resolutions when u load a game. Each game actually runs at a different resolution, contrary to what u have your desktop set to. AKA: your desktop resolution means nothing once u load a game.
