No. New engine. I speculate its some kind of id engine.

Na, Bethesda has been working on it for awhile, specifically for their type of games, they call it the Creation Engine iirc. It is pretty impressive from some stuff I saw on it awhile back.

At least we get mod tools so worse case the community fixes their game for them again lol.
