Better than the 24" Dell U2412M for $260 on Newegg?

It depends on what you want from a monitor. For gaming, I would pick VG248QE any day due to the high refresh rate. Motion fluidity (and responsiveness) is just so much more important for gaming than viewing angles and color accuracy. Viewing angles are not relevant if you're going to be sitting directly in front of the monitor anyway, and color accuracy doesn't translate to higher enjoyment of the game or better immersion in it - motion fluidity, on the other hand, translates to both.

With that said, I have not used the U2412M myself.
So apparently the RAM I chose runs at a voltage of 1.65V and pcpartpicker says that exceeds the recommended maximum of 1.5V, is that going to be a problem for me?

No reason to pick 1.65V RAM when you can find 1.5V memory for practically the same price. The lower the voltage the better, and Intel's 115x platforms are specced for 1.5V memory. This doesn't mean 1.65V wouldn't work, but if something happens to your processor, and you're using 1.65V memory, Intel may not accept RMA.

Patriot Signature 2x4GB 1600 $55 AP or Team Vulcan $48 (less known brand but should work fine)

What do you guys think about switching to the GIGABYTE GV-N760OC-2GD REV2.0 GeForce GTX 760 2GB from the MSI Gaming N760 TF 2GD5/OC GeForce GTX 760 2GB?

The MSI card is out of stock everywhere but the Gigabyte card isn't. And noise wise they're kind of comparable.
 
Save 20 bucks by getting the i5 4670 instead of the K version. If you aren't going to OC, why get an unlocked CPU?
