Would these specs be good enough to max out?

If you aren't gonna overclock, the CPU cooler is useless. For those 200 dollars, you can get a much better deal like an overclocked HD 7870 (Which compares to GTX 660 Ti) for $170. A CX500 is 30 bucks, and has more than enough wattage for your build. GeIL RAM is much cheaper and just as reliable. Do you have an old HDD? I suggest getting a SSD for greatly improved loading and boot-ups. That case is only 40 bucks at newegg.com. 8 core AMD CPUs aren't really for gaming IMO. I think a Phenom II x4 965 or FX-4xxx would be a much better choice.
