Gaming 1080p on 4k Monitor

I was just wondering why gaming at 1920X1080 resolution with a 4K monitor would not give you just as good picture as 4K gaming resolution? Since it is digital image it can be up scaled easy, I would think compared to a movie or picture or TV show, the consoles upscale graphics.
 
Because you're effectively reducing the pixel density to 1/4 of the 4K standard. This probably isn't an issue for the person gaming from their living room couch on a 50" TV, but it's a waste for the gamer sitting at a desk.
 
Because for some stupid reason monitors apply scaling even when they're fed a resolution that's a multiple of their native resolution. (like 1920x1080 on a 3840x2160 panel)

That's why it looks blurry compared to the same image on a 1920x1080 panel.
 
You would think 4TV would match the native resolution if using graphics game digital picture to upscale from 1080p to 4K, I can understand a non digital image not up scaling well.

Video cards upscale perfectly however you loose FPS performance.
