Games dont play right

So i have an amd athlon 64 x2 processor and i think thats the problem. So when i play certain games like europa universallies 3 or WOP and a Star Wars umm mmo, mainly not high budget game they start the freak out. During the game about an hour or so when i move it will move but then go back. So to fix this i restart the comp, but i dont like doing this every hour or so. The only reason i can think is i have a duel core processor. If any one else knows why it might be doing this it would help. Or how to turn 1 off.
 
Ok. So i custom built my computer, it has a asus sli premium mother board, 2 gigs of kingston ram, a 512 mb ati 1900 xt, and a amd athalon x2 toledo 4800. The problem im having is hard to explain. But its mainly when i move down in a game and it goes down but it jumps up. Ill record it with fraps and post it.
 
Ok so i recorded it in fraps but i think i found the problem. When not using fraps recorded at 25 fps the animations is all messed up because its running at 140 fps. But when its running at 25 fps its perfect...Any way i can limit my fps?
 
Ok so i tried the duel core optimizer, didnt work it just kept blue screening comp. And i cant find combatibility or vsync.
