Gamepad vibration strength adjustement under Window?

I have a Playstation gamepad (DualShock1) hooked to a Win8.1 computer through a PS-to-USB adapter similar to this (USB device with VID=0810, PID=0001):

In the standard Windows controller configuration dialog there's a tab called "Vibration Test":

The "strength" parameter only affects one of the vibration types: "left force". The other, "right force", is constant.

Is this a common problem? Any idea if it's fixable? I'm not sure if it's a problem with the drivers, the adapter, or something else.

Vibration requires drivers, so I tried various ones I found on the internet. They all act the same. The drivers are somewhat generic and go by many names. The specific ones I currently use, which expose the adapter as "Twin USB Network Gamepad", are the newest I found, version 3.70a (shown in the About tab in the controller properties).
