Test Drive: Unlimited is exactly what you're looking for, as mentioned above. I would wait for reviews on TD:U 2 unless you don't mind arcade-y handling and don't use a wheel.

Test Drive Unlimited and its sequel in January.
BUT, no trucks, just cars and bikes.

Driving around doing nothing is almost as much fun as engaging in challenges. Its up to you.
You even get achievement points for covering miles and discovering things.

Best game for simply driving around is GTA4/EFLC. I hate driving games with invisible borders and indestructible environments.

+1 for Test Drive Unlimited. The map is huge, and the Hawaii scenery is beautiful. The game also supports wheels with H-shift like the Logitech G25 really well. You'll still need to win some races or complete some missions if you want to buy the more exotic cars. I hope TDU2 does not disappoint.

Wow that test drive unlimited 2 looks awesome exactly what I was looking for. No races or tests, just driving. When is it due out?

Actually, no. Any car thats purchasable is open as soon as the game begins. Only that handful of prototype cars not available for purchase have to be unlocked. You can use any number of cheat methods to give your self 10 million bucks and have anything you want, right at the start. Or just grind away at some quick easy missions for fast money early on in the game and buy what you like.

No, no, no. There are plenty of races and tests, but you can also just drive. However it looks like TDU 2 requires some unlocking to get better cars.

How is the driving in TDU? Sim, arcade, little of both?

More arcade than sim, but you do have plenty of options to change transmission, steering sensitivity, driving assists of all types, etc.

Hot Pursuit had diddly squat. Very annoying.

GTA IV. very good crash modeling, eye candy, physics, living world, excitement.

It can be a bitch to play on a PC though, but it's worth it.

Another vote for GTA IV. Probably not quite what the OP had in mind, but I can't say how many hours I've spent just driving around in that game.
