Gambling is a contest between the lust of greed and the guilt that results from a failure to exercise logic and restraint that those who prey on the greedy attempt to tilt by providing some positive rationalization to help the greed win. Politicians, knowing that greed will win and gambling can't be stopped, legalize it and provide that rationalization. They do it so they don't have to raise the taxes of non-simmers who vote and also need an excuse to tolerate what they call sin.
