Gambling apps?

So I was perusing the top apps the other day (both Android and iOS), and I find the top grossing apps list to be very interesting. Most are free, and must have in app purchases to make the list. I understand that people like farmville and things like that, or buying new levels for games etc.. but what I found shocking was that there are a lot of gambling apps. Are people purchasing virtual currency with real money and gambling? Or are a lot of these from overseas users where virtual gambling is legal?
