Did they change the policy to mandate the rope be around the coloured suspects' neck?

I personally saw police on horseback do this in Las Vegas years back to a caucasian man. I didn't think this was out of the ordinary considering to detain someone they don't have a car.

But, racists will build racism where there was none before.

I guess this points out an obvious flaw in using horses for LEOs.

The lack coffee and donut box holders and leaving shit all over the street being the more typical problems.

Why should it never have happened? Mounted police don't have a back seat with a metal screen. They've arrested a person for reason X, and need to move that person a short distance, this would be how you do it. It isn't dignified, it isn't something I like to see happen, but it is safe for both the officer and his prisoner.

If only there was another way to transport the suspect....

I have not lied. And I did see this happen. This is yet another case of those that want to be victims, those that need something to whine about, those that must create racism for the sake of creating racism fulfilling their destiny.

Apparently none of you have spent much time around horses. While the image is shocking, it's actually the safest way to move a prisoner. Had they roped and hog tied him first I'd have a different opinion.

You just put in an amazing amount of effort to completely miss the point. They didn’t have to move him at all. They have these things called police cars or the good old police van that could have been dispatched to pick him up.

Yea, they could have called a vehicle to transfer him, I agree. But, the fact that they didn't doesn't make this an act of racism, no matter how hard the racism-building left tries to make it so.

Moving on, this practice should have been discontinued long ago and persons who are restrained be taken in with professionalism in vehicles.

Pretty much agree.

Obviously if you're arresting someone and you're on horseback you're not going to mount the person behind you on the horse. So yes, backup should be called to bring a vehicle.

The only exception I would have is if it was off-road (e.g. a trail, in the woods, etc...) Kinda hard to move through trees with a vehicle. Also maybe if the police station was literally 1 block away.

Guys, those police officers were just very conscious of the environment and went for the greenest mode of prisoner transportation. Horses don't produce any carbon monoxide fumes so it was the safest method for our mother earth! They totally believe in climate change!

If some loud noise scares that horse... that man will be dragged to death. AKA tortured. THIS IS NOT OKAY.

he isnt tied to the horse dummy, the cop is clearly holding the rope.

also i agree, the cops showed poor judgement in this. very bad PR image.

Poor judgement, horrible optics, but I wouldn’t claim racist intent on behalf of the mounted cops. They waited for a car, got impatient, decided to walk him back to their post and allowed a patrol car to take him from there. Seems like it was a short distance away (couple blocks).

So those cops should apologize for being completely ignorant of history and how their actions would reflect poorly on their department, but I wouldn’t call them racists based on this incident alone.

Horses do produce methane though.

Galveston island is tiny, it is only 3 miles wide at it's largest point and 27 miles long. There is only really two places that have heavy traffic, the Sea Wall and The Strand, by the picture it is obvious they are on neither. There was no reason they could not have waited for a squad car.

I can't know if it was racist or not, but I suspect it was. At the very minimum is was cops abusing their power to shame someone and generally being assholes because they thought they could get away with it.

The safest way was to wait for a fucking squad car. I guess the good 'old boys get a 2-fer. An arrest and get to humiliate a black man by marching him down the street tied to a horse.

Those boys look really proud at getting to cosplay old-timey slave catchers. I'm sure it's the highlight of their awful lives.
