He sees himself as a turtle, as he hides under a shell and generally, his mind meanders in a slow and unrushed manner, much like how a turtle physically moves.

It's only natural for him to think of other people as turtles too, even if it doesn't make sense.

Now, he uses the name Bobo, because he has a mancrush, and Bobo is the turtle word for extremely handsome.

He uses "Post" turtle, because he believes in a good foundation. a post is the start of a great pole barn. (which is a nice place for a turtle to hide out from time to time.)

Thus, he is saying that the he has a huge mancrush on the president, and that he thinks the president has a very sound and safe action plan.
