Galaxy S9 (or S9+) is constantly showing video ads.

My friend briefly demonstrated that her phone is malfunctioning. Showing a stretched video ad constantly. It seems like practically everything triggers it. Even sending text messages or placing a phone call. I didn't get a chance to examine the phone. It's an S9, but I'm not sure if it's the "+" model or not.

Is there a particular piece of malware known to do this?

It has been a very long time since I have touched an Android device. Is there a list of things I can suggest for her to check? Full device reset?

just nuke the phone from orbit...it is the only way to be sure....unless you do a factory reset (and setup as a new phone instead of restoring it)....
