Gainward Ultra 750XP Woes

My friend bought a Gainward Ultra 750 XP a while ago and ran into major problems from the get-go. We put it in his machine, and wierd artifacts popped up as soon as we turned on the computer. So he got a bigger power supply, we fidgetted with BIOS settings and upped the VIO setting, but still the artifacts remain. Below is a description of his computer. Any help you guys can offer is very much appreciated.

The rig:
*NEW* 350 Power Supply
1400MHz Atholn
ASUS AV7-133
512MB PC133
Soundblaster 128
Offbrand NIC
Windows 98

Do you get the artifacts on the initial boot screen (BIOS)?
If so, suspect a bad BIOS or RAM on the video card.

There's no artifacts at the Video Card's initial boot screen (the one where it says what chip the card has, and the firmware number, etc). However, as soon as the main boot screen (counts RAM, displays ide drives, etc.) comes up, the energy star logo in the corner is all garbled. In addition, if you enter the BIOS setup, the borders are garbled and flicker. Then when the Window's 98 boot screen comes up weird rectangles fill the screen.

I would have to say the Video card is defective.
Either a Bad Ram chip or Bios chip.

You may want to RMA it to the vendor or contact Gainward if it is more than
30 days old.
