GAH! same guy on ebay keeps winning my auctions!

I have 2 bfg 6800 gt oc new in box. I was selling both at the same time. This guy from argentina won both, and ended up sending me more than enough money via paypal. It got through to my bank account, but it turns out paypal reversed the payment and sent my account into the negative. I just put it back to 0 and am now attempting to sell 1 of the cards again, and THE SAME IDIOT with a new account is bidding on it. He has 0 feedback(just like he did the first time) and a new name. I told the 2nd highest bidder who is in aussie, that I'd pay 1/2 the shipping if he would just win the bid. Whats my best course of action against this guy?
 
Ya, the money situation is fine.I will talk to ebay, but anandtech is more intelligent. Is there a way I can send an invoise to the 2nd highest bidder?
 
thanks for the link to the blocked buyer list, I wasnt really aware of it. It wont work though, once he is caught, he just creates a new account. I need his ip ^_^. I still have 1 more of theese to sell, and that shark is still out their >_> <_<

Ask eBay for is contact info. Should have an e-mail address and you can go off that for the IP address....

wait untill the auction is over. i think there is an option in the "sell" page for second chance offer or something like that. lets you take the 2nd higest bidders offer and sell to him/her.
