GA-P35-DQ6 Won't post, gives no error codes

Hi everyone, I just recently purchased the GA-P35-DQ6 however I can't get the darn thing to boot. It's not giving my bios error beeps, the whole thing seems to boot fine power wise, HDs spin up etc, but no post confirmation beep and no video output.
The only thing I can thing of is for some reason, my 3-pin fans refuse to spin up when hooked up to the board's 4-pin headers. Unfortunately, since I'm using a tuniq tower, that means the cpu fan refuses to spin up at boot when attached to it's designated header. it jerks slightly when powering down though.
Now I've tried both the tt120 fan and a 3pin case fan in both 4 pin slots, neither works, but both work when hooked up to any of the board's 3pin headers. My only guess at this time as to why the system won't boot is the possibility of it thinking there is no cpu fan and thus refusing to boot without beeping any error codes.
So is that a possible explanation? Is there any way to fix it if it is without buying a fan with a 4 pin connector, and when the staff here at anandtech reviewed the board with their tt120, did this happen?

I remembered the stock intel hs fan had a 4 pin connector. This makes the problem odder however, as it also refused to spin up when plugged into the Sys_fan2 4 pin slot, but worked fine in the 3pin nb_fan slot.
What in the world could be going on?

Also ram wise I have some sticks of ballistix tracer memory, when plugged in the stick's bottom lights light up, however nary a flicker from the top activity lights. I'm at wit's end, it doesn't quite act like what I'd expect from a DOA board, but I've triple checked all connections and I can't seem to find an issue anywhere.

Relevant specs:
Xeon 3060, TUniq Tower 120, A stick of ballistix tracer PC-8000 or generic ddr2 800 (Same results with either stick) Enermax Galaxy 1000W, Various hard drives and sata optical drives, a floppy drive, a 8800gtx, same results whether my x-fi fatal1ty and physX cards are plugged in or not.

Anyone happen to know the component boot order? I'm thinking that whatever fault exists occurs after the bios checks the gpu. and I know that it checks the ram after the gpu. Because if there is no gpu, or the gpus extra power onnectors aren,t attched i get error codes, however, i can have a gpu and no ram and it just spools up gpu and then "idles" no more beep codes, no POST. So if I can find out what get's initialized right after the gpu, i can go down the list and see exactly where the problem is
Thanks for any help. I could really use it, about to rma the board. Only thing I can think of at this point is it being DOA.
