GA-G33M-DS2R Odd Quirks

So after a long streak of cursed luck (like having to chase around the thermaltake RMA guys when a single standoff screw for a CPU fan stripped) , I finally got around to installing this mobo with a e6320 I picked up for a steal. However I've been getting some strange behavior I've never experienced before:

-Sometimes the CPU fan stalls on power on until I tap it along
-Reset button takes several seconds before initiating a restart
-Reset caused a few non POSTs (no display, no beep) until powered off/on with main switch
-Power LED won't light, I've tried putting the leads in both ways

EDIT: Did some more testing and this is what I found:
-Reset will always cause a non POST where system fans are working, but there appears no power to CPU fan or other devices (DVD-drive will not open for example)
-Restart from windows however does not cause this problem
-Pressing reset again during blank screen will cause the system to shut down in ~5 seconds, and then turn on again after ~2 seconds
-Only way to get system to start up normally again is to switch PSU off/on and then power on using main ON button.
-Any overclocks are reset after this happens.

Right now I'm in the process of updating the BIOS. Will update on any notable changes.

This is what I'm running with the mobo:

e6320 w/ Thermaltake Blue Orb II
Kingston HyperX DDR2-900
Corsair hx620 PSU
Thermaltake Lanbox mATX case
160gb Western Digital SATA HDD

I can't think of anything that could be causing these odd behaviors. My closest guess would be something to do with the front panel leads, but I'm pretty sure I have them installed properly. There are no +/- markings but one side always has an embossed triangle which I'm assuming indicates positive. I remember after I tried reconnecting the leads on my previous motherboard I couldn't get the PC speaker to stop emitting the "warn on CPU fan fail" alarm even though the fan was running, and everything ran perfectly so I ended up having to disconnect the PC speaker lead entirely. :S

Ideas?

Take the barebone out of the case onto the mobo box & if the behaviors persist, RMA the board ASAP before warranty expires.
