GA-8IEXP(2.0) chipset fan keeps going bad

I have had my motherboard for less than a year, and the chipset 3rd chipset fan is now starting to rattle (this one lasted since March). I've tried re-greasing the shaft and not torquing it down as hard. i've used the original and 2 other brands. It's 40mm fan and if i remember correctly just a bearing/journal. no ball bearings.

the heatsink is about 1cm thick, or what you would typically find with a fan/heatsink combo. I don't overclock. The repeated screwing is causing bits of the heatsink to flake so concerns of a short are on my mind.

Do you think I could get away with just the heatsink and remove the fan? Intel® 845E chipset
