G1 Sniper 5 Sys Fans Not Working

I just got this motherboard today, everything works fine except I cannot figure out the Sys fans. I have three fans plugged in, none of them work on that line. I "disabled" them in the fan control in bios (which makes them run at full speed per the manual), but they still won't start.

Anyone have some help?

Seems it will not power my NZXT 140mm fans. It'll power all of my 120mm fans though. Possibly drawing too much current?

Turns out, the one 140mm fan is shorted somewhere and pulling too much current. The power supply wont start up if I plug it directly into a 4pin 12v.
