G.I. Joe Question

Were either of these ever made in Japan? I'm talking about the cartoon. The reason why I'm asking is because I faintly remember a couple of years back (1999, I believe) I remember seeing a japanese style G.I. Joe episode. Looked much, much better than the 80s version and they were speaking japanese. Was I just hallucinating or was it something else?

it's possible that such a popular series got translated to japanese...i mean, looka t all the anime we import, why can't it go the other way?
