I've seen many people place screens over the back of their license that cause half of it to be unreadable depending on the angle of the viewer. I've heard those are illegal, but I don't know for sure.
We had a law in Ontario that made license plate covers illegal because the police said it interfered with radar speed traps.
The law was overturned some time ago.
We had photo radar in Ontario back in 1992 - 1996. It was a colosal nitemare. It didn't stop speeding. It didn't make the roads safer. It did give the province more money. I still remember the news stories on how they kept getting the plates mixed up. One guy got a ticket for speeding in his trailer. The trailer in question hadn't moved in 20 years and had all flats and was pretty much stuck in the ground unless he got a big towtruck over to move it. People would just splatter their plates with mud so they couldn't be seen.
What a waste of resources.
There was also a constitutional issue brought up. The law says an officer must ticket the offending driver in person at the time the offense occured.
Put more officers on the road. It will be more effective.
