couldnt you just use your paypal mastercard and shop anywhere and get 1.5% cash back before?

Hi,

Yes, that still works. This is another payment option for users that want to shop at areas that don't accept PayPal, but the user would like to use their PayPal balance.

Interesting link. But what about chargebacks for returned goods, or attempted additional merchant charges (like what occasionally happens at Staples.com where the price at checkout isn't the price charged to the card)? What kinds of safeguards or notifications when such things happen?

For those that might not understand Paypal has eaten "webcertificate or ECOUNT's ability" to do virtual online mastercard of your fundage. Good job.

did you guys buy out the ecount/webcert guys or just make it up yourself??

Can you bullet the questions (with the kind of problem you foresee)? I will have our policy team build the FAQ to snuff. The debit bar, with my current understanding, will act just as a credit card would---chargebacks allowed,etc.

How do I become "PayPal Preferred"?

To become PayPal Preferred and 1.5% cashback on all of your debit card purchases:
Sell on eBay


Enroll in the PayPal Preferred program by clicking the "PayPal Preferred" link in the "What's New" box on your Account Overview page. Enrollment will include registering your eBay User ID and Password.


Advertise PayPal as the only online payment service on your eBay listings. You can still accept checks and money orders, and you can even mention other online payment services in your end-of-auction email to buyers, but to be eligible for PayPal Preferred, you need to advertise PayPal exclusively on your actual auction listing.
After you have enrolled, you will receive 1.5% cashback on all purchases where you do not use a PIN (restaurants, department stores, online, etc). Most merchants will let you use your ATM/Debit Card without entering your PIN - just choose Credit instead of Debit when given the choice.

Excellent Idea and service, just wish the daily limit was higher than 150.00. For some computer parts that just doesnt cut the mustard. But thanks for a nice improvement for small purchases.
