FX51 + Sk8n + Seagate SATA = Random ReBoots!

as the title says, i'm having problem w/ my FX51, Sk8n, 1 GB Corsair ECC Reg, Ati 9800XT and Seagate Barracuda SATA V running XP SP1.
i can't seem to run this setup stable. if i replace the Sata HD w/ a WD 200GB Se then it becomes more stable. with reboots happening less often.
i'm using a PC power and cooling 450W PS.
but the 12V rail is running low.
i get reading like this in Asus probe (i'm not in my comp right now so this is from memory)
+3.3=3.35
+5V=4.95
+12V=11.901
i get similar readings in bios.
is it time for me to get a new PS?
i should add that the CPU temp is arould 38C to 41C and the 9800XT temp is at 58C to 64C w/ stock cooling.
i appreciate any advise you guys can offer.

Me thinks your issue is not a power issue but rather a HEAT issue.

What is the case temp? Bet its over 70c. ( I believe close to the thermal cutoff temp of the FX51)

Between the CPU, ATI card, and the SATA drives, you need A LOT of COOLING.
The way the motherboard is laid out, the ATI card in close proximity of the CPU, you
need to move a lot of air through that case.

mobo temp is in the 26C-28C and CPU is 36C to 41C.
i run the setup on a Lian Li PC60 w/ the case door open.
i also have a CoolerXT attached. this is old skool stuff back about 3 yrs ago.

You do realize that you do not get an adequite airflow across the CPU or
the Video card with the CASE OPEN.

With it CLOSED, you will get the flow of air in the front and out the rear.
With it OPEN, you have no airflow. Just air.

Now, if you added a HUGE BOX FAN blowin' in the side to the equation......
