FX-8320 IDLE AT 46c!? With GX-7 Cooler

Im confused and need some help.
Just completed my first pc build yesterday. After running some stress tests etc today i noticed while idle my cpu was averaging at 46c. Which i do believe is a bit high for a Gelid GX-7 cpu cooler. I was expecting mid 30's as its a hot chip.
After 16 mins of stress testing all cores checked out as ok and the temp was at 62c.
Is this ok?
Or should i look into reapplying the heatsink and thermal paste?

My system spec:
AMD FX-8320 @ Stock
Asus Sabertooth 990fx R2.0 MB
8GB DDR3 1333Mhz Memory.
Msi 7870oc (with dual fan config)
corsair cx750m psu.
Antec 900 V3 case. With 2 front 12cm fans, 1 24mm top, 1 12mm back fan.
Help please! bit nervous as this is my first build.

Maybe the fan is spinning very very slowly. Are you sure its truly idling and not chomping on some windows process like TrustedInstaller, etc etc?

im pretty sure that the fan is spinning fast as i can see the differance on CPUID it says the rpm reaches optimal 1700rpm.
And ill check the cool'n'quite setting, is that important? should i have it on or off?

Turning it on will allow the processor to turn down the voltage and frequency when not in use. Usually you want this on unless it messes with an overclock.

That does seem too high.
What direction is the heatsink?
Which way is the fan blowing?

Tower heatsinks like that work best if they are positioned so the fan blows from the RAM area to the motherboard VRM area. The fan should be near the RAM and blowing air over the heatsink. So to summarize again, airflow is right to left if viewing the motherboard in a normal way.

If you have your heatsink and fan that way I would remount it. Maybe it just isn't getting good contact or something.
