FX-51 + SK8N + SEA 80 GB SATA = random ReBoots.

as the title says, i'm having problem w/ my FX51, Sk8n, 1 GB Corsair ECC Reg, Ati 9800XT and Seagate Barracuda SATA V running XP SP1.
i can't seem to run this setup stable. if i replace the Sata HD w/ a WD 200GB Se then it becomes more stable. with reboots happening less often.
i'm using a PC power and cooling 450W PS.
but the 12V rail is running low.
i get reading like this in Asus probe (i'm not in my comp right now so this is from memory)
+3.3=3.35
+5V=4.95
+12V=11.901
i get similar readings in bios.
is it time for me to get a new PS?
i should add that the CPU temp is arould 38C to 41C and the 9800XT temp is at 58C to 64C w/ stock cooling.
i appreciate any advise you guys can offer.

I would say power supply.. check out some of the Fortron's over at newegg faily cheap but great quality.

thinking about the new Enermax's with ......
i just tried to open Enermax.com to get the description of the new PS with the dual 12V rails- and i get redirected to "http://www.superkay.com:889/" looks like they just got hacked. :)
