Fuzzy Screen with HDMI?

Alright so I recently got a new computer, it's a base model Dell XPS 8300 with an i5 2320, Radeon 6450, 6 GB ram. Lowest price model. So I go to connect it to my monitor, an HP 2159m, with an hdmi cable, and I notice the screen is super fuzzy and blurry. Plugging in a VGA cable instead and the qualities fine. On the hdmi the edges of the screen are black, and it looks kind of like it's on a lower resolution, but scaled up to fit. I've tried resetting the monitor settings, tweaking around with them, and changing the resolution but it's already at max resolution. This is a weird problem since the monitor worked fine with the previous computer connected to it. I think it might be a problem with how the video card is set up, but I can't figure out the exact problem or how to fix it.

Anyone know what's wrong?
 
In the CCC there is a setting for overscan. On HDMI it defaults to -15, move the slider to 0% and it will fix that up.
 
Ahh that fixed the scaling issue, but not the fuzzy text. However, after looking around a bit more I found a pixel format option. I changed it from YCbCr 4:4:4 to RGB 4:4:4 full and it fixed it. What an easy fix. Thanks a lot.
